Ensuring families have the strong foundations they need to give their children the best possible start in life

Mayor Mamdani Announces $20 Million Investment in Strong Foundations Initiative to Expand Perinatal and Early Childhood Mental Health Programs for Families and Support Workforce Development

On February 27, 2026, Mayor Zohran Kwame Mamdani and the NYC Health Department announced a $20 million investment over three years to connect more families to visits from registered nurses that support healthy pregnancies, and provide mental health resources for parents and young children while growing the mental health workforce.

Specifically, this initiative will support expanded capacity and staffing at the Perinatal and Early Childhood Mental Health (P+ECMH) Network clinics (currently supported by the NYC Health Department) so more families can be served, and provide childcare while a parent or caregiver is receiving services, as well as material supplies such as diapers, clothes and toys.

Strong Foundations will also expand eligibility for the NYC Nurse-Family Partnership program to include pregnant people  with more than one child and allow enrollment later in pregnancy. This will connect more families to visits from registered nurses that support healthy pregnancies.

Finally, it will invest in workforce development by increasing funds to The NYC Perinatal and Early Childhood Mental Health Training and TA Center (TTAC), which provides specialized training to professionals who work with young children and their families. Through this initiative, TTAC will also establish a three-year fellowship program for new graduates to develop a pipeline of clinicians with perinatal and early childhood experience and the skills to support families with young children.

Together, these investments will help ensure families have the strong foundations they need to give their children the best possible start in life.
